A 27-year-old Evansville woman was arrested after police say she was caught in broad daylight stealing a dump truck. Thursday afternoon, Evansville Police officers were called to the intersection of Michigan Street and Ninth Avenue after learning that a woman was trying to steal a vehicle in the area. Police say when they arrived, they found several witnesses, the caller and the suspect standing near a yellow dump truck that had a flatbed trailer carrying a John Deere backhoe. A witness told officers he was in his truck when he noticed the suspect, Destiny C. Bretz, get into the truck, put it into gear and drive over shock blocks. The witness blocked Bretz from taking off by pulling his truck in front of her and yelling for help, according to an affidavit. Police say another witness pulled their vehicle behind the dump truck, completely blocking Bretz from leaving. Bretz reportedly told police she stole the truck and trailer so she could start her side business, which was not specified. An affidavit states that Bretz was on parole for a previous theft charge in Evansville and previously pled guilty to Tampering with a Motor Vehicle in Missouri. Bretz was arrested on several theft charges and booked into the Vanderburgh County Jail without bond.

One of three people charged with neglect in Evansville after an infant nearly died from dozens of rat bites has received a plea deal. Court records show that a plea agreement was filed in the case for Delaina Thurman on Thursday. Thurman was arrested alongside her sister Angel Schonabaum and David Schonabaum after police said their 6-month-old child was eaten alive by rodents at their home on South Linwood Avenue, police said in September. Through the plea agreement filed Thursday, Thurman would be sentenced to two years of probation. They say that if she completes her probation, both of her two felony neglect charges in the case would be converted to Class A Misdemeanors. At the time of her arrest, police said that Thurman had been living at the home on South Linwood Avenue with her two kids, alongside Angel, David, and their three kids. They said that the infant who nearly died was Angel and David's child. As Thurman now awaits her January 17th sentencing date, she's been released from custody with the condition that she has no contact with the victims unless permitted by DCS, court records state.

A newly approved vote by Evansville Water and Sewer Utility is heading to the state, that can lead to an increase into your water bills. It's a project that's been in the works for EWSU for years now, after seeing needed improvements in their water treatment plant. Yesterday a loan rate of $275 million was approved by the board for the second design project of the needed improvements. Now the new filing will go to the Indiana Utility Regulatory Committee, where they will review the plans for the plant, to see if the plans show reason for the large amount of money. If approved by IURC, customers will see an increase in water and sewer rates by 2026. Although the amount is undetermined for the exact increase for residents, based on current interest rates, the most that the rates will go up is $7.34. The company also states that they will adjust their payment assistance plans to account for the increase. Evansville Water and Sewer Utility is hoping to receive approval by the summer of 2024.
