Indiana has received federal approval to change how it distributes certain education funding and measures high school performance. The U.S. Department of Education this week approved the state's waiver request, making Indiana just the third state in the nation to receive an exemption from some requirements under the Elementary and Secondary Education Act. The waiver allows Indiana to combine five separate federal funding programs into a single funding pool. Those funds had previously been designated for areas including student assessments, teacher training, English language learner programs, student support services, and after-school activities. State officials will now have greater flexibility in deciding how to use approximately 50 million dollars in federal funding over the next four years. The waiver also changes the criteria used to evaluate Indiana high schools. Under the new system, schools will be measured more heavily on factors such as student completion of honors coursework and workforce credentials, rather than standardized test scores, graduation rates, and the academic progress of English language learners. However, federal officials did not approve all of Indiana's requests. The state was denied permission to redirect 25 million dollars away from schools identified as low performing. State education leaders say the changes will provide more flexibility, while critics argue the new system could reduce accountability for student achievement.
